Silvio Torres is Housing Secretary of the State of São Paulo and vice-president of the National Forum of Secretaries of Housing and Urban Development. He began his career as a businessman in the cargo transportation sector. He holds degrees in journalism from the University of São Paulo and in social sciences from the Philosophy, Sciences and Arts Faculty in São José do Rio Pardo. Torres began his public career in 1983 as mayor of São José do Rio Pardo, his home town. He was elected state deputy in 1991 and federal deputy in 1995. Torres is currently on leave from his position as federal deputy to serve as the State Secretary of Housing for Sao Paulo.

Between 2003 and 2005, Torres was the president of CEPAM - Centro de Estudos e Pesquisas de Administração Municipal de São Paulo (State of São Paulo’s Center of Studies and Research on Municipal Administration). In 2004, he was president of the Instituto Teotônio Vilela. From March 2009 to March 2010, Silvio Torres was the president of the Congressional Commission of Financial Supervision and Control in Brasília, where he created and coordinated the Permanent Supervisory Sub-Commission to monitor investments for the 2014 World Cup.
